Web Accessibility Policy and Standards
Adopted March 3, 2005
Purpose
This policy provides guidelines for developing and creating web content that complies with the web accessibility standards outlined in Section 508 of the Rehabilitation Act, §1194.22.
Policy
Creighton University is committed to making the University web accessible to those with functional impairments in accordance with Section 508 of the Rehabilitation Act Amendments of 1998. The Internet often serves as a key to accessing University information, programs or activities; it is vital that University websites are accessible for all users.
Scope
This policy applies to all departments and covers both web sites and systems created by in-house developers (programmers) and purchased vendor products unless there is no viable alternative to the purchased vendor products.
Procedures
- All websites that represent Creighton University or are hosted on Creighton University web servers must comply with minimum accessibility standards.
- Level One websites must:
- Meet current web accessibility standards.
- Be functional in all 4.x+ and text-only browsers. Users must be able to navigate the website, view information, and print web pages regardless of the type of browser used with the exception of web-based applications where no viable alternative exists.
- Be functional with or without client-side scripting languages and Cascading Style Sheets (CSS) with the exception of web-based applications where no viable alternative exists.
- Level Two websites must:
- Demonstrate good faith effort to meet accessibility standards and provide information in an alternative format as needed and when requested;
- Demonstrate good faith effort to make website functional in all 4.x & 5.x and text-only browsers.
- All Level One sites being redesigned, rewritten or migrating to new web servers will be audited and evaluated for ADA 508 Priority 1 compliance.
- All Level One sites including those not meeting the above criteria will meet accessibility guidelines by the following timeline:
- One year from the adoption of this policy: ADA 508 Priority 1 compliance as tested by standard webtools outlined by the University Webmaster’s office.
- Two years from the adoption of this policy: ADA 508 Priority 2 compliance as tested by standard webtools outlined by the University Webmaster’s office.
Definitions
- Level One:
Websites for CU colleges, selected departments, service and administrative units, institutes, laboratories and bureaus. - Level Two:
Websites for departments, CU committees, organizations, and student groups. Also includes course websites, personal websites that contain course information, CU sponsored conference, symposia, and exhibition websites. - Level Three:
Websites affiliated with the university such as personal web pages that are hosted on university web servers. - Creighton University web server
Creighton University purchased computers with services that host web content intended to represent official University colleges, departments, service and administrative units, institutes, laboratories and bureaus.
